Environment & Public Works Chairman Barbara Boxer, D-Calif., has released a new version of the Senate climate change legislation that would prohibit EPA from regulating GHG emissions as air toxics and from setting nationwide emissions limits, or National Ambient Air Quality Standards, but would give EPA more authority to regulate large industrial emissions sources, E&E News PM reported.
The changes resulted from last-minute negotiations with moderate Democrats. An aide to Sen. Max Baucus, D-Mont., was quoted as saying: "Senator Baucus introduced several amendments to the EPW climate change bill currently in committee, including seven amendments clarifying the EPA's role on the Clean Air Act authority. Senator Boxer's changes related to the Clean Air Act to the chairman's mark are a positive development."
