Sen. Carl Levin, D-Mich., has sent Sen. John Kerry, D-Mass., a letter saying he wants included in Senate climate legislation a binding national GHG standard for mobile sources and a provision that would supersede EPA's authority and set GHG rules for stationary sources, Energy Washington Week [subscription required] reported today. Levin said he wanted manufacturers to be exempt from GHG emissions limits for 10 years, and he favors allocations based on emissions.
Some of the other points Levin made in the letter include a call for "a realistic and firm 'price collar,'" sufficient allowances for industrial sources to cover both direct and indirect emissions, and "100% emissions-based distribution formula."
