Sen. Debbie Stabenow, D-Mich., has proposed a Clean Energy Partnership Act that would allow businesses to buy GHG emissions credits under a cap-and-trade program, the Detroit News reported. Stabenow said her bill would enable farmers and forestry companies to receive benefits from selling credits while also cutting the economic cost of GHG emissions limits.
Stabenow stressed the need to design a climate change bill that "creates jobs for us in Michigan." She said her proposal would both cut costs for businesses and make agriculture "part of the solution" to climate change. It could also open the way for depopulated Michigan cities to reforest vacant land and sell the resulting credits. Stabenow was quoted as saying: "It is less expensive (for businesses) to do that and to give money to agriculture to do the right thing in the short run."
