Policy Report Says Climate Bill Should Boost Domestic Energy

A National Commission on Energy Policy report on climate legislation recommended measures to advance domestic energy production, Environment and Energy Daily reported. The report said offshore energy production throughout the outer continental shelf should be considered, with 37.5 percent of the proceeds from production going to states. The report also backed nuclear power as a "critical option" associated with reductions of GHG emissions and advised extending a production tax credit for new plants through 2025.

The report also backed the cancellation of the Yucca Mountain nuclear waste repository and the creation of a clean energy portfolio standard that would cover renewables, clean coal and nuclear. It stated: "Localized environmental impacts caused by domestic energy development should not be underestimated, but neither should the greater national interest be consistently overruled by local concerns." Commission spokesman Paul Bledsoe was quoted as saying: "A robust domestic supply agenda is a critical piece of comprehensive energy and climate legislation."
